Siegable halls

I have done several core changes lately to gain back some compatibility with l2jserver.
Hopefully there wont be any bad issues of these changes, instead it will be more easy to commit code from l2jserver.

One of the thing I was aiming to gain compability with, was the Siegable halls patch developed by BiggBoss.

If someone tries to work with it, I have to notify that I have deleted all siegable halls npcs from the spawnlist,
in an older revision, since back then they didn't work and felt too buggy.

I have not had time to test.
But apart from next week, hopefully get to test and contribute what you can.

One question: The conquerable Clanhalls are working after the latest commits?

The conquerable halls on latest revisions are custom made by me (not related to the above patch)
They work (no banish outsiders / no buffs) only 2/6 have retailish clanhall managers (with banish / buffs).
Also there is no big story involved, just kill the raidboss / get the hall.
Messenger NPCs show when next raidboss spawn will be.
Hall NPCs will only speak to hall owners.

Okay, I have several questions about the operation, but better to test everything first.
I have a team of over 10 people who test the server to search for bugs.
This week I have my proof of university. Then I'll be free.
